Competitions

The City of Toronto operates competitions as its primary form of artist selection process. Competitions are adjudicated by a qualified independent selection panel with professional expertise in contemporary art and knowledge of the local context.

Expression of Interest (EOI), Clover Hill Park

Value of the Awarded Commission: $400,000.00 CAD
Location: Clover Hill Park – St. Joseph Street and Bay Street
Deadline: Friday June 5, 2015, 4 pm

Project Profile:
Clover Hill Park is a small high-profile park currently in re-development. The park will provide a multi-faceted gathering space within an urban setting and serve as a cultural venue, providing modern amenities that will strengthen the sense of community in the Clover Hill neighbourhood. Natural existing features will be preserved and enhanced, while respecting the historical context of the Clover Hill community. The overall vision will seek to capture the imagination of the users and will enhance recreation, socialization and promote exploration.

One (1) Public Art Opportunity:
An existing sculpture, Zen West (1980), by Kosso Eloul will remain in the park. Adding to this, a new sculpture / public artwork will be provided by a professional artist, selected through an open international competitive process. This artist will work with Arts & Culture Services and coordinate with Parks, Forestry & Recreation and the landscape architects, NAK Design Group.

Two-stage Competition:
This is a two-stage, open international competition. In the first stage, five (5) artists will be selected and short-listed to develop concept proposals. The competition will be nationally and internationally advertised.

For this first stage of the competition, Arts & Culture Services is inviting local, national and international artists or artist teams to respond to this Expression of Interest (EOI) by submitting the following:
 

  • Artist CV (maximum 4 pages, in text formats .doc or .pdf)
  • Artist Statement outlining interest in project, relevant experience and general artistic approach (maximum 1 page, in text formats .doc or .pdf)
  • Maximum ten (10) images of work; images should clearly indicate: number, title of artwork, name of artist (format .jpg only, maximum of 1024 x 768 pixels or 1MB file size)
  • Image Information Sheet that describes each image with: number, name of artist, title, date, materials and dimensions (in text formats .doc or .pdf)
     

Submissions must be received by 4:00 PM, Friday June 5, 2015

For the second stage of the competition, each artist will be paid a fee to develop a project proposal based on a Terms of Reference document provided by Arts & Culture Services. A public open house exhibition of the short-listed designs and final design selection will be held at a date and place to be announced. The public art concept for Clover Hill Park will be selected through a specially convened independent Selection Committee made up of practicing visual art professionals and community representatives.

Award of Contract:
The Terms of Reference will specify the commissioning of a sculptural artwork awarded to the winning artist as a design and build contract. The artwork is to be installed by fall of 2016. The project budget is estimated at $400,000.00 CAD.
Non-Canadian artists, should they be awarded this contract, are responsible to submit an application waiver for withholding tax, for artist fees, on work done in Canada to the Canada Revenue Agency. If a waiver is not obtained 6 months before the installation date, the City of Toronto is required to withhold 15% of the total artist fees, for work done in Canada, in order to release the artist’s final payment.
